AIUI, JBoss IDE provides an Eclipse plugin that helps with xdoclet,
which in turn is an invaluable aid to developing taglibs. I am not
familiar with whether JBoss IDE's xdoclet plugin could be extracted from
all the other code, if you're not writing a traditional J2EE-
architecture application.

Apparently, http://www.jamesholmes.com/JavaServerFaces/console/ provides
some aid for writing JSP tag libraries as well (from the documentation).
It's design for use with JSF applications, though, and again I'm not
sure how easy it would be to extract the functionality you need.
