After test-posting via Google Groups, with GG saying that the article had been
sent to moderation, the article has not arrived in the moderation queue after
about 2.5 hours.
Google Groups also did this about a month ago. It was my impression then that
several (perhaps all) moderated groups were affected.
Last month's Google Groups clc++m blackout lasted about a week, and stopped
shortly after David Vandevoorde contacted them about the problem.
I've therefore posted essentially the text above to the GG help forum.
Unfortunately I couldn't find a more direct way to report the problem.
