As it was my comment, I can assure you with absolute confidence
that the author intended it to be tongue-in-cheek, and that it
be taken that way.

I *think* I took it that way. I interpreted it as friendly ribbing
about the gap between my abstract reputation for knowing C and the
reality of my amazingly dodgy memory.
