Is therer a way to reference a Text File and include its content on page?

Can I reference or somehow call a text file into an html page?

What I am trying to do is allow a person to write a text file, upload
it to my site, and have the text file become part of a web page?

I know there are better ways to do this transfer of info, but for
reasons I won't go into, we would like to try to do this.

Can it be done? How?
