It should not be considered an error when the user starts something
already started or stops something already stopped. This applies
to browsers, services, editors... It is inexcusable to
punish the user by requiring some elaborate sequence to atone,
e.g. open the task editor, find and kill some processes.

You might want to hang back. Chrome, IE, Avant can't run Applets
under 1.7.0_01. Firefox, Safari, Sea Monkey, Opera all work ok.

As a general rule you might want to hang back from 1.7.x period, at
least until application teams certify their apps for it (or you're
willing to do that grunt work yourself). I've had a number of Java SE
apps fail to run with 1.7.x (where a crosscheck against the latest 1.6
indicated no problems at all). Expecting a Java EE app server not
officially certified for 1.7.x to run problem-free is also very
optimistic in my experience so far.

Chrome 14 and IE 9 can both run applets just fine with 1.7.0_01 here (Win 7
x64).

Chrome keeps offering to download a plug in, I say yes, and nothing
happens. It used to work sort of with the previous Java. It would
launch multiple instances of Applets.

IE9 (64 bit) just does not even seem to have a plugin installed.
