Yes, it is "Classic" ASP.

Things appear to not move because your bandwidth is fast and their HTML code
is clean.

Yep, nothing to do with Microsoft's ASP.NET technology...

Hey, don't be fooled (if this was indeed an AJAX question), it is still
possible to do AJAX in classic ASP.

I did it for IE 5 back in around 2001. Of course it wasn't called AJAX back
then, and there were no toolits, but it was pretty good when called for.
