Programattically control WebPartManager outside of ASP Page?

Is it possible to programmatically control the WebPartManager without being
on a web page? I need to write a C# console app that will cycle through a
set of objects and for each one, generate (for storage) the binary byte array
that the WebPartManager would create for a certain web part configured
dynamically, based on attribute values of that specific object ..
