refresh web service remotely

    Need help from expert.

    We have a requirement to refresh the web service remotely. I would like to
    ask:
    1)Is it possible to refresh the web service from itself? Or refresh the
    application pool from the same web service?

    2)If there is another web application running under same iis web site, can
    we refresh the web serivce from the web application?
