No. Those so-called "starter" ingredients are sufficiently complicated
in themselves to more than justify a newsgroup devoted solely to
discussion of them. More to the point, what you call PRACTICAL usage of
C invariably requires specialized knowledge, not known to all C
programmers (not even to all of the experts). As such, it's more
fruitful to discuss so-called "practical" C in a newsgroup devoted to
the relevant specialty (such as windows programming, or unix
programming, or gcc-C, etc.

I'm more likely in pursuit of a C++ replacement rather than a C replacement.
Something in between both that jettisons much backward compatibility.
