Can I have phpMyAmdin and xampp on a 2018 home latop?

Will having a database lower my laptop performance in amy way? I'm a neewbie so it might be a dumb question but thanks for answers.

Thank you for answering. I'm still kind of new in this and I'd just really like to understand how it works - is the database on my computer or is it on my webhosters webspace or idk. I'm really sorry for noobish acting I'm just trying to understand. Thanks
