To check if SMTP delivery is enabled for a user.

Hello friends,
I have a few questions.
I am working on a ETRN server (smtp extension) project in C ,linux.
q1) How caqn my program check if SMTP delivery is enabled for a user account.
q2) How can my program check if any mail is waiting to be delivered for the account.
