Web page not turning up in google

Do you mean http://users.actrix.co.nz/hallhousehold/index.htm ?

Your URL is to a framed redirection.
http://www.google.com/webmasters/2.html
See the sections on redirection, doorway pages, and frames.

There are also errors in the page, which may contribute:
usehold/index.htm>

You have missing images due to the use of backslashes instead of
forward slashes:
<img src="pictures\logo.jpg">
<img src="pictures\pic3.jpg" ...

The original page just used tables. It was the minister who set up the framed
page. Would it be a good idea to:
1. get the site it's own URL and forget about the frames
2. fix all of the errors in the HTML (my uncle is a System's Analyst and
should be able to help)
3. get some more links in the links section

Absolutely.

Yes.

(my uncle is a System's Analyst and should be able to help)

Does he know HTML? If not, he's probably not going to be able to help
too much, regardless of any other knowledge he may have.
http://validator.w3.org/ will tell you where the errors are.
3. get some more links in the links section

Getting some inbound links will help your ranking in Google far more
than adding more outbound links.
